Bishop Animal Shelter Expansion Underway as Manatee County Prepares to Close Palmetto Facility
Manatee County has launched the long-awaited Bishop Animal Shelter Expansion Project, a multi-phase initiative designed to modernize animal care services and ultimately close the aging Palmetto facility.
Phase 1 of the expansion commenced after contractor mobilization on April 29, 2025, and is expected to be completed by mid-to-late December. The current work includes key upgrades that will enhance operations and animal welfare. These improvements include the installation of prefabricated kennels, the creation of secure fenced dog play areas, and the addition of new parking spaces. A temporary staff trailer has also been set up to maintain essential services throughout construction.
Site preparation has already made significant progress, with completed tasks including the installation of silt fencing, the removal of tree stumps, soil testing, and the implementation of tree preservation measures, all under the oversight of the Southwest Florida Water Management District.
Following this initial phase, Phase 2 will introduce a state-of-the-art administration and adoption center. The new facility will enhance the visitor experience, facilitate more efficient adoption processes, and provide additional space for staff and volunteers.
As work progresses, the county continues to encourage public support through pet adoption efforts. Residents are invited to make a difference by participating in Adopt-A-Palooza on Saturday, May 31, where many animals will be looking for forever homes.

I am so glad to see this important project is a work in progress!! I was hoping all animals would be moved before there is a hurricane. Is there a plan to move them if there is a threat??
