BOCC Prepares for Full Agenda at November 18 Meeting
The Manatee County Board of County Commissioners will convene on Tuesday, November 18, 2025, at 9 a.m. for a regular meeting featuring a wide range of county business, including housing finance actions, emergency services updates, public works agreements, and several public hearings on key ordinances.
The meeting will begin with an invocation delivered by Pastor Bryan Meadows of Bayside Community Church, followed by a moment of silence in honor of EMT Christopher Cordes. Commissioners will proceed through announcements, updates to the agenda, and a brief Port Authority session before turning to proclamations, including recognition of GIS Day.
A substantial consent agenda awaits commissioners, covering actions from multiple departments. The County Attorney’s Office will present two settlement authorizations related to ongoing litigation. Community and Veterans Services will request approval of several resolutions from the Housing Finance Authority, supporting up to $165.9 million in potential single-family and multifamily housing revenue bonds. Additional items include acceptance of grant funding for the Emergency Home Energy Assistance Program and several property deeds connected to road and utility projects.
The Convention and Visitors Bureau seeks approval of an amendment supporting Manatee Performing Arts Center improvements, while Financial Management presents multiple budget amendments. Public Safety will bring forward updated EMS fee procedures, grants for emergency management, and COPCN renewals for local EMS providers. Public Works is slated to present transit agreements, three right-of-way improvement contracts with Newport Isles CDD, and a hearing date for proposed speed limit changes.
Following consideration of items pulled from the consent agenda, the board will hold a series of legislative public hearings. These include ordinances related to parking restrictions on Prospect Road, updates to the Tourist Development Plan, and a 1:30 p.m. time-certain hearing on a proposed juvenile curfew. Commissioners will also consider a resolution naming a future segment of 51st Street West as Charlie Kirk Memorial Boulevard.
The regular agenda includes updates on the Animal Services Technical Advisory Board, progress on HUD Community Development Block Grant–Disaster Recovery funding and the Lasting Manatee program, naming options for the new Veterans Park, and a presentation on the Vision 41 traffic management project.
Commissioners will also discuss their roles and involvement with county staff under agenda item 40, before concluding with standard comments from the board, the county attorney, and the county administrator.
The meeting will be held at the Manatee County Administration Building and is open to the public.
