Commissioners Set to Address Housing, Infrastructure, Budget Items at December 2 Meeting
The Manatee County Board of County Commissioners will convene its regular meeting on December 2, 2025, at 9 a.m., with a full agenda that includes infrastructure updates, housing initiatives, financial actions, and annual reports across multiple departments.
The meeting will open with an invocation from Reverend Brock Patterson of Longboat Island Chapel, followed by the Pledge of Allegiance and announcements, including public comment guidelines and recent agenda updates.
Commissioners are expected to recognize Public Safety Outreach Case Manager Angie Sciarrone as the Team Member of the Month for December.
A wide-ranging consent agenda is scheduled for consideration, including several legal items authorizing the County Attorney’s Office to allow settlement proposals to expire in two civil court cases and to issue a counterproposal in one of them.
Community and Veterans Services is bringing forward agreements supporting affordable housing and community partnerships, including a land use restriction agreement for the Livable Manatee Multifamily Rental Incentive Program and a lease agreement with the Rubonia Community Association. The Convention and Visitors Bureau is requesting approval of a reimbursement agreement with Nathan Benderson Park Conservancy to promote tourism.
Financial Management items include a proposed budget amendment, approval of an interlocal agreement related to the issuance of up to $7 million in educational facilities revenue bonds for Risen Savior Academy, and an agreement for CDBG-DR grant support and construction management services. Commissioners will also consider multiple change orders tied to ongoing utilities and transportation projects, such as Cortez Road water main improvements, lift station rehabilitation programs, Lena Road construction work, and engineering services for 63rd Avenue East and the 44th Avenue Extension.
Additional utility and infrastructure actions include a work assignment for upgrades at the Lake Manatee Water Treatment Plant and agreements involving right-of-way improvements, force main oversizing, and planning work for the Central County Complex.
Government Relations is seeking approval to submit applications for federal FTA Section 5310 funding to support enhanced mobility services for seniors and individuals with disabilities. A separate designated fund agreement with the Manatee Community Foundation has been deferred to later in the month.
Natural Resources staff will present the county’s annual NPDES-MS4 stormwater report for submission to the Florida Department of Environmental Protection. Property Management is requesting acceptance of multiple deeds and easements to support utilities and future roadway needs, as well as adoption of a resolution confirming county branch office locations.
Two advertised public hearings are scheduled, including proposed resolutions to vacate segments of platted rights-of-way and easements in Palmetto, along with acceptance and execution of associated easement documents.
On the regular agenda, commissioners will receive an update on the county’s Community Development Block Grant–Disaster Recovery program and the Lasting Manatee housing initiative. They will also review the 2025 Affordable Housing Advisory Committee incentive report and the Children’s Services FY26 Annual Report.
The meeting will include a discussion of the election of board officers for 2026 and a presentation on a proposed artificial intelligence pilot program in partnership with the State DOGE Team.
Public comment periods, along with remarks from the county attorney, county administrator, and commissioners, will follow before the meeting adjourns.

How about they discuss keeping Public Works in their existing building. The building is a hardened storm shelter that accommodates the first in crews after a hurricane. There is one commissioner turning the building into a homeless shelter. This is costing the county millions of dollars to relocate multiple buildings worth of people. The counties new admin building is NOT centrally located.
