Concerns Raised Over Conditions at Bishop Animal Shelter as County Plans Expansion
Animal advocates and former volunteers are raising concerns about conditions at the Bishop Animal Shelter in Manatee County, citing issues related to heat exposure, limited indoor space, and shelter accessibility during severe weather.
Some volunteers say the facility does not provide enough air-conditioned space for animals and staff, particularly during Florida’s extreme summer temperatures and storms. Concerns have also been raised about the shelter’s overall layout and whether it adequately supports animal stabilization, evaluation, and adoption preparation.
County officials dispute claims that the shelter is unsafe or inadequate. Manatee County representatives recently provided a tour of the facility and pointed to ongoing improvements, including the installation of additional shade structures and repairs to kennel areas.
The shelter property was donated to Manatee County in 2021. After acquiring the site, the county closed the former Palmetto Animal Shelter and consolidated operations at the Bishop Animal Shelter location.
As county leaders move forward with a proposed expansion project estimated to cost approximately $12 million, debate has continued over whether the current facility design best serves the needs of animals, staff, volunteers, and adopters.
Advocates have called for a facility that provides more space for animal evaluation, rehabilitation, and adopter education before pets are placed into homes. County officials maintain that the shelter exceeds required standards and continues to provide quality care for animals housed there.
In response to the concerns, the Manatee County Board of County Commissioners has requested a review from the University of Florida Shelter Medicine Program. The program is expected to evaluate the facility and provide recommendations for potential improvements in a report anticipated later this summer.
The review is expected to help county leaders determine whether operational or structural changes are needed as expansion plans move forward.
