Manatee Commissioner George Kruse Testifies in Support of Senate Bill 840 in Tallahassee
Manatee County Commissioner George Kruse traveled to Tallahassee to meet with state senators and representatives and to testify before the Senate Judiciary Committee regarding proposed legislation impacting local governments across Florida.
Kruse addressed the committee during a hearing on Senate Bill 840, which is intended to clarify and revise provisions of Senate Bill 180, legislation passed during the previous session. He noted that while much of SB 180 was well-intentioned, a late amendment led to broad interpretations and unintended consequences affecting growth management, redevelopment, and local decision-making throughout the state.
In his remarks, Kruse explained that the amendment has led to confusion among executive agencies and has placed burdens on local governments attempting to manage development responsibly. He emphasized that SB 840 provides needed clarification, particularly in balancing post-storm recovery efforts with local authority over land use and planning.
Kruse thanked Nick DiCeglie, the bill’s sponsor, for advancing legislation to address the issues created by the earlier law. He said the proposed changes would allow homeowners to repair properties and businesses to reopen after storms, while restoring clarity and autonomy to local governments.
The commissioner also urged the Senate to move the bill forward promptly so the House has sufficient time to consider it, noting that a formal companion bill has not yet advanced. He said SB 840 represents an opportunity for lawmakers to align statutory language with the intent expressed by many legislators following the passage of SB 180.
Following the hearing, Senate Bill 840 was unanimously approved by the Judiciary Committee and advanced to its final committee stop. Kruse expressed support for the measure and encouraged continued legislative action to ensure the bill can reach the governor for consideration.
