Manatee County Announces Environmental Review Clearance and Plans to Seek Federal Funding for Youth Housing Project
Manatee County officials have issued a finding that a proposed residential housing project for youth aging out of foster care will not have a significant impact on the human environment and intend to request the release of federal housing funds to support its development. The notice, published by the Manatee County Community and Veterans Services Department, outlines the next steps in the environmental review and funding process under the U.S. Department of Housing and Urban Development (HUD).
The county plans to submit a request to HUD on or after February 6, 2026, for release of HOME Investment Partnership Program funds provided through the American Rescue Plan Act. Funding would support Harbor58 Ministries’ “23332 Residential Campus Construction for Youth Aging Out of Foster Care,” a project at 5215 Lorraine Road in Bradenton. The development includes approximately 11,243 square feet of studio housing units and shared spaces intended to serve low-income young adults meeting HUD’s qualifying criteria. On-site social services are expected to help residents live independently and work toward self-sufficiency. The total project budget is estimated at $1,771,400, with about $573,740 in HOME-ARP funds proposed from Manatee County.
Manatee County determined that the project would not require an Environmental Impact Statement under the National Environmental Policy Act, based on its finding of no significant environmental effects. The Environmental Review Record (ERR), which includes detailed information on the assessment, is available for public inspection at multiple county locations, including the Community and Veterans Services Department and local libraries. The ERR may also be requested electronically or by mail.
Residents and organizations may submit written comments on the ERR to the Community Development Project Manager at the Community and Veterans Services Department. Comments received by February 5, 2026, will be considered before the county formally requests the release of funds from HUD.
Manatee County’s notice details procedures for HUD to accept objections to the release of funds, specifying that any objections must meet regulatory criteria and be submitted to the HUD Jacksonville Field Office within a defined period.
