Manatee Investigation Uncovers Suspected Fuel Card Skimming Operation Across Two Counties
A Manatee County investigation into stolen fleet fuel card information has uncovered what detectives believe is a large-scale credit card skimming operation spanning Manatee and Hillsborough counties.
The investigation began after a Manatee County business reported unauthorized charges on one of its fleet fuel cards. Detectives identified 32-year-old Juan Miguel Acosta Ramos as the suspect after surveillance video allegedly showed him using stolen card information to make 17 fraudulent diesel fuel purchases totaling more than $4,000.
According to investigators, the stolen credit card data was obtained through a skimming device installed on a gas pump. Surveillance footage also captured Ramos allegedly using the stolen payment information at a Wawa gas station in Tampa.
A search of Ramos’ residence led detectives to what they described as a significant cache of evidence, including more than 100 counterfeit payment cards, 12 fuel pump skimming devices and equipment used to manufacture fraudulent credit cards.
The Manatee County Sheriff’s Office said the evidence included counterfeit card-making materials, PIN pads and magnetic strips that investigators believe link Ramos to the theft of fleet fuel card information.
Authorities say the case highlights the growing threat of fuel pump skimming, a crime that can leave consumers and businesses facing fraudulent charges. Officials encourage cardholders to regularly review account statements and report suspicious transactions immediately.
The investigation remains active, and detectives expect Ramos to face additional charges. The Manatee County Sheriff’s Office is working with the Florida Department of Agriculture and Consumer Services as part of a broader statewide investigation into fuel pump skimming.
Ramos is currently charged with grand theft, unlawful use of a credit card, trafficking in counterfeit cards and possession of skimming devices. He remains in custody in Hillsborough County.
