Robert Talham Appointed to Bradenton Beach Ward 4 Seat
Commissioners in Bradenton Beach unanimously voted Feb. 5 to appoint longtime resident Robert Talham to fill the Ward 4 seat on the city commission.
The seat had remained vacant following the November election, when no candidates qualified to run for the position previously held by former Commissioner Jan Vosburgh.
Talham, the only formal applicant for the appointment, addressed commissioners prior to the vote and outlined his background and desire to serve. A building contractor for 50 years, Talham said he has lived in Bradenton Beach for more than two decades and is ready to become more involved in city affairs.
Commissioners spent much of their discussion reviewing Talham’s availability, noting that his application indicated he may spend up to three months at a time out of state. Commissioner Scott Bear noted that remote participation is permitted, though certain situations may require in-person attendance. Commissioner Deborah Scaccianoce asked whether Talham would be able to return if a physical quorum were necessary for official action.
Talham indicated he would participate remotely as needed and return in person if circumstances required. Commissioners also emphasized the responsibilities and time commitment associated with serving on the board.
Following the discussion, Commissioner Ralph Cole made a motion to approve the appointment, seconded by Bear. The vote was unanimous.
Talham will be required to complete mandatory ethics training and instruction on compliance with Florida’s Sunshine Law before being sworn in at a later date.
Talham’s term will expire later this year.
