School Board Keeps Longtime Employee Despite State Agency, Former Superintendent Recommendations
In a closely watched decision, the Manatee County School Board voted in August to keep Verlin “Skip” Wilhoit—who has served the district for over 25 years—employed, reversing long-standing calls for his termination from both the state and a former superintendent.
Wilhoit, a veteran program specialist with a history of disciplinary concerns, was filmed last year allegedly placing his hands on a student in a lunchroom altercation, which the student described as a chokehold. Wilhoit disputed the characterization of his actions. Although the school district initially moved to fire him, Wilhoit appealed the decision to the Florida Division of Administrative Hearings (DOAH). In July 2025, an administrative law judge upheld the district's decision and recommended termination.
Shortly after the board abruptly terminated former Superintendent Jason Wysong in May 2025, the board revisited Wilhoit’s case during a special hearing in mid‑August. Instead of following the DOAH recommendation to terminate, the board opted for a less severe disciplinary course. Under the modified decision, Wilhoit will serve a 20‑day unpaid suspension, enter into a one‑year performance contract (contingent on no further discipline), be reassigned to a position without student discipline responsibilities, and complete six hours of human-resources-approved training.
The board’s decision sparked debate. Some board members expressed concern over Wilhoit’s safety risk to others, citing a string of past reprimands and suspensions, and questioning his demeanor and attitude during hearings. Other board members emphasized his decades of service and willingness to remain employed.
Superintendent Chapman—who had authority over Wilhoit's case after Wysong’s departure—recommended the modified penalty, believing it to be supported by the district’s record and Wilhoit’s service record.
The vote was conducted at the August 15, 2025, board meeting, following formal procedures for final disciplinary hearings under Florida administrative rules.
